Chinese national standards commonly cited in tenders
For projects inside mainland China, tender and evaluation documents routinely cite the standards below. These are the current texts as published — useful both for comparing bids and for checking whether any bidder has quoted them accurately.
GB 50174-2017 — Code for design of data centers (current version)
The code classifies data centres as Grade A, B or C according to “the nature of use and the degree of economic or social loss or impact caused by data loss or network interruption”: Grade A is a fault-tolerant system, the highest reliability and availability; Grade B is a redundant system, intermediate; Grade C meets basic needs, the lowest.
The familiar “Grade A = 2N, Grade B = N+1” formulation is an engineering-level interpretation; the code text itself gives the qualitative definitions above, and that is what we quote.

PUE and rack occupancy
NDRC document 发改高技〔2022〕66号, the approval letter for the Guangdong–Hong Kong–Macao national hub, requires power usage effectiveness (PUE) at or below 1.25 and average rack occupancy of at least 65%.
Note that each of the eight national hubs was approved by a separate letter and the limits are not identical between them. Any citation of a PUE limit should name the specific hub and document number rather than assert a single national figure.
